According to the report, both the Biden administration and Ukraine’s leadership believe the result of the election—whether Donald Trump or Kamala Harris wins—will not significantly affect the likelihood of initiating talks. Instead, the current priority is strengthening Ukraine’s defense capabilities ahead of potential negotiations. This focus explains the continuous flow of U.S. military aid to Kyiv.
New $500 Million U.S. Aid Package
During the latest meeting in the “Ramstein” format, U.S. Defense Secretary Lloyd Austin announced a new $500 million military aid package for Ukraine. The package includes:
- Air defense missiles (AIM-7, RIM-7, AIM-9M);
- Air-to-ground munitions;
- Additional equipment for F-16 fighter jets;
- Armored bridge systems;
- Secure communication systems;
- Small arms and ammunition;
- Spare parts, technical support, training, and technology transfers.

Bloomberg, citing a report by the American Enterprise Institute, warns that Ukraine’s defeat in the war would cost the U.S. an additional $808 billion. This figure reflects the expenses required to contain further Russian aggression in Europe.
The report highlights that if Russia wins, the Pentagon’s current five-year plan—budgeted at $4.4 trillion—could surge to $5.2 trillion.
“Short-term costs of aiding Ukraine in defending itself against Russian aggression are far lower than the long-term costs of allowing Russia to prevail,” the report states.
