On November 29, the Cabinet of Ministers of Ukraine approved Directive No. 1191-r, allocating ₴23 billion for the purchase of ammunition to support the Ukrainian Armed Forces. The procurement will be carried out by the State Border Guard Service of Ukraine (SBGS), which signed a contract with the Polish company PHU Lechmar. This decision has already sparked public debate, with some accusing the government of questionable practices.
Government Decision: Context and Criticism
The initiative to reallocate budget funds originated from the Ministry of Defense, which suggested streamlining the procurement process through the SBGS. However, some public figures and commentators have raised concerns, with some even labeling the move as a “scandal” or an “affair.”
The State Border Guard Service was quick to respond to these allegations, emphasizing that it acted within the framework of existing legislation and has full authority to carry out such procurements. Representatives of the SBGS noted that the directive was approved at the government level, making any speculations about its legitimacy unwarranted.
Adaptability in Critical Times of War
This decision highlights the Ukrainian government’s flexibility and responsiveness in addressing the challenges posed by the full-scale war unleashed by Russia. Given the complexity of military logistics and the pressing need for ammunition, the authorities decided to involve additional agencies to accelerate the supply process.
Notably, the SBGS has previously demonstrated its ability to handle such tasks efficiently. In times of war, when quick and effective decisions are critical, this approach proves to be both justified and lawful.
Drone Procurement: Additional Funds Allocated by the Ministry of Defense
In parallel with this ammunition initiative, the government announced another significant measure. Prime Minister Denys Shmyhal stated that the Ministry of Defense would allocate an additional ₴1.1 billion for the procurement of drones. These funds will be sent directly to military brigades.
In December alone, direct funding to the military is expected to reach ₴4.3 billion, bringing the total amount allocated this year to ₴27.2 billion. In 2024, Ukraine plans to produce over 1.5 million drones, a move aimed at boosting the country’s defense capabilities while reducing dependence on imported technology.

The Cabinet’s recent decisions reflect the Ukrainian leadership’s determination to respond swiftly to the challenges posed by the ongoing war. Russia continues to exert pressure on the front lines through heavy artillery strikes and kamikaze drone attacks. In such circumstances, ensuring the military is properly equipped is not only about maintaining defense but also about the survival of the nation.
