EU Strengthens Support for Ukraine: New Initiatives and Sanctions Against Russia

In the context of Russia’s ongoing aggression against Ukraine, the European Union (EU) continues to actively support Kyiv by implementing new initiatives and intensifying sanctions against Moscow. The EU’s latest decisions demonstrate the bloc’s resolve in countering Russian aggression and providing Ukraine with the necessary assistance.

Creation of a Special Fund for Military Aid

The European Union has recommended that member states establish a special fund to provide military aid to Ukraine, totaling €20-40 billion. This move is necessitated by the need to bypass Hungary’s blockade, which previously refused to extend sanctions against Russia.

According to Euractiv, the document containing this recommendation was circulated among countries willing to support Kyiv. Countries have until April 30 to agree on their participation. Initially, €5 billion is earmarked for the purchase of 2 million units of large-caliber artillery ammunition. Each country can contribute either financially or with weaponry at its discretion. Additionally, the EU plans to use €1.9 billion from excess profits of frozen Russian assets.

Expansion of Sanctions Against Russia

European Commission President Ursula von der Leyen confirmed the expansion of sanctions against Russia. Currently, nearly 2,400 individuals and entities are under sanctions. However, Reuters reports that four individuals, including the sister of billionaire Alisher Usmanov and Russian Sports Minister Mikhail Degtyarev, have been removed from the list.

Weapons Supply and Support for Ukraine

The EU will continue to supply weapons to Ukraine even in the event of a temporary ceasefire. This decision aims to strengthen Ukraine’s negotiating position and prevent potential new attacks from Russia.

“We aim to ensure Ukraine has a strong negotiating position so it can reject unfavorable agreements and choose the most convenient time for dialogue,” said a diplomat in Brussels.

Germany Increases Military Aid

Future German Chancellor Friedrich Merz announced that the ruling parties have agreed to allocate an additional €3 billion for Ukraine’s armament. Furthermore, political forces supported the creation of a special infrastructure fund of €500 billion and the easing of the “debt brake” to increase defense spending, which will require legislative changes in Germany.

Unannounced Visit to Washington

Security advisors from the UK, Germany, and France made an unannounced visit to Washington. This move may indicate coordination among Western countries in supporting Ukraine.

EU Foreign Affairs Council Meeting

On March 17, the EU Foreign Affairs Council will discuss the ceasefire situation. Ukrainian Minister Andriy Sybiga will join the discussion via video link.
