Ukrainian President Volodymyr Zelensky announced a major step in the country’s defense industry at the Ambrosetti International Economic Forum in Italy. According to him, Ukraine has started constructing underground facilities for the production of weapons and ammunition, ensuring a steady supply for its army, even if international deliveries are delayed.

“We are building underground facilities to manufacture weapons, so that Ukrainian soldiers can defend themselves, even when deliveries from our partners are delayed,” Zelensky emphasized.

Strategic Decision Amidst Ongoing War

In May 2024, the Spanish newspaper El Mundo reported that Ukraine is creating a network of secret defense facilities, some of which are located underground. This step is a direct response to the threat posed by Russian forces, which consistently target Ukraine’s critical infrastructure. Moving production facilities underground is not only aimed at protecting equipment and workers from airstrikes, but also at ensuring a continuous supply of arms to the frontlines.

Ukrainian authorities recognize the critical importance of self-reliance in arms production amid Russia’s ongoing aggression. Despite international support, delays or interruptions in external deliveries could pose significant challenges for Ukrainian defenders. Therefore, establishing an internal manufacturing system is not just a defensive move, but also a strategic economic necessity.

Context of Russian Aggression

The war launched by Russia against Ukraine in 2014, which escalated into a full-scale invasion in February 2022, has become one of the most devastating conflicts in modern European history. Daily missile strikes on civilian infrastructure, energy systems, and residential areas underline the need for Ukraine to continuously improve its defense capabilities. Creating underground production sites could be a key element in securing the safety and stability of the Ukrainian army, allowing it to reduce dependence on external factors.

This approach has already gained support from many international experts, who believe that such a step will enable Ukraine to maintain long-term defense capabilities and stability, even in the face of prolonged conflict.

Conclusion

The decision to build underground production facilities marks another important step in strengthening Ukraine’s defense capabilities. In the face of Russian aggression, such initiatives are not only essential but a matter of survival for the nation.
