Danilo Besonov, an employee of the Kremlin’s information center, stated that Russia does not seek to “save” Ukrainians. Instead, Russia’s goal is to use the inhabitants of the occupied territories as a mobilization resource for future wars, particularly against NATO.

Besonov claims that Russia intends to create quasi-state formations on the territory of Ukraine that will be fully controlled by Moscow. Special training centers will be established in these formations to train future mobilization resources.

Besonov also stated that Russia plans to use Ukrainians as “cannon fodder” in future wars. According to him, Ukrainians will be on the front lines, while Russia incurs minimal losses.

The statement by Besonov has been condemned by many countries, including the United States, the United Kingdom, and France.
