In response to ongoing Russian aggression, the Ukrainian government is exploring new methods to encourage citizens to defend their country. Justice Minister Denys Maliuska has announced significant changes in the provision of state services to draft evaders who are avoiding military service.

Mobilization Campaign: Recovering from Failure

Ukraine has long faced challenges in meeting mobilization targets due to government inaction and citizens’ reluctance to engage in combat. However, according to Minister Maliuska, the situation is starting to improve. The government is implementing new measures to motivate citizens to actively participate in defending the homeland.

New Restrictions for Draft Evaders

Denys Maliuska explained that draft evaders will be denied access to certain state services. Specifically, administrative services will now require military registration documents. Exceptions will be made only for critically important services and services related to children and families of those liable for military service.

“To ensure a good standard of living and comfort, citizens will need to present the necessary documents,” Maliuska noted. This means draft evaders will face significant challenges in daily life if they fail to provide the required documents.

Context of Russian Aggression

Russian aggression against Ukraine has been ongoing for over a decade, starting with the annexation of Crimea in 2014 and the subsequent war in the Donbas region. These actions have not only destabilized the region but also forced millions of Ukrainians to live in constant danger. Defending the homeland is becoming not only a patriotic duty but also a necessity for preserving Ukraine’s sovereignty and independence.

The Ukrainian government understands the importance of active citizen participation in national defense, which is why it is resorting to various mobilization methods. One such method is restricting access to certain state services for those who avoid military service. This measure aims to encourage citizens to fulfill their duties to the state.
