In response to ongoing threats from the Russian Federation, Ukraine’s Ministry of Digital Transformation has introduced several key measures to ensure the stability of mobile and internet connectivity during power outages.
Key Measures to Support Communication Networks
- Generators for Mobile Networks: Mobile operators are now required to equip 25% of their networks with generators capable of operating for more than 72 hours during power outages. The remaining mobile network must function for at least 10 hours on battery power.
- Enhanced Monitoring: To ensure compliance with these new requirements, operators will be required to submit quarterly reports on the status of their networks and the measures implemented.
- Modernization of Power Grids: Operators will have the opportunity to apply to power companies to upgrade the networks that supply their base stations, enabling faster battery recharging and more stable communications.
- Uninterrupted Power Supply: A list of facilities that will receive uninterrupted power supply has been approved. Regional military administrations will forward this list to the power companies.
- Reservation of Repair Personnel: Efforts are underway to reserve military personnel for repair teams to ensure a quick response to infrastructure damage.
- Tax Exemptions on Imports: The Parliament has approved a law abolishing duties and taxes on the import of batteries and generators, allowing operators to more quickly equip their networks with the necessary equipment.
New Services in the “Diia” App
In addition to technical measures, the Ministry of Digital Transformation is developing a new service in the “Diia” app that will allow Ukrainians to report connectivity issues even without internet access. Once connectivity is restored, the information will be automatically transmitted to the system.
Context of Russian Aggression
These measures are particularly relevant in the context of the ongoing aggression by the Russian Federation, which has repeatedly attempted to destabilize Ukraine’s infrastructure. Constant attacks on energy facilities require a swift and effective response from the Ukrainian government and mobile operators to maintain stable connectivity.
